V1 from any towered field
In response to feedback from a number of pilots and controllers, the V-1 rating has been altered to allow pilots to perform the pattern work at any towered airport within ZLA.
This will be particularly handy when a controller is staffing, say, VNY_TWR, with virtually no traffic, while LAX_CTR is working 20 other aircraft, as well as V-1 pattern requests at SNA.
